The national government has it within its abundant means and power to hold and control the Atchafalaya outlet to its present necessary dimensions without fear or risk of its taking the great river it relieves of its congested waters by a short cut to the seu. That threatened-calamity howl has been heard so often and for so long as to be worth the heeding no longer. Where the open Atchafalaya signifies a comparatively trifling inconvenience of drainage along its course a closed Atchafalaya would signify a ruinous cost in the necessary increase of levee defenses along 300 miles of each side of the main river, far greater danger of overflow, and a degree of disaster following the possible triumph of the floods unheard of in the history of the greatest of our American rivers. Europe has maintained firm markets, the reports from Cuba indicate the continuance of the drought, broken only in some districts by slight showers; the receipts from the fields showed a decrease, and in this market United Kingdom buyers are still taking Cuba sugars offered them at an advance over the price our refiners bid....
